Apie tai jis pareiškė ketvirtadienį susitikime su rajono seniūnais, kai buvo aptarinėjami einamieji seniūnijų klausimai. Jis kvietė seniūnus tokiuose pasitarimuose atvirai kalbėti apie būtiniausius poreikius, kad po to kartu su bendruomenėmis būtų galima sudaryti realų būtiniausių darbų planą kiekvienai seniūnijai. Meras patikino, kad jis nežiūrės seniūnų partiškumo, o jų darbą vertins taip, kaip jį vertina patys seniūnijų žmonės.
– Aš suprantu, kad kiekvienas seniūnas tempia antklodę į savo seniūnijos pusę, tai natūralu, – kalbėjo meras. – Bet aš, visų žmonių rinktas meras, turiu būti visiems vienodai teisingas. Labai nenorėčiau, kad būtų „gerų“, mėgstamų ir „negerų“, nemėgstamų seniūnijų. Bet kol kas buvo tokių ir tokių.
– Štai mes paskaičiavome, kaip praeitos rajono Tarybos kadenciją buvo skirstomos tarp seniūnijų kelių tiesimui ir rekonstrukcijai skirtos lėšos. Radome labai didelių skirtumų. Štai Bijotų, Bilionių, Didkiemio, Palentinio seniūnijoms per ketverius metus nebuvo skirta nė cento. Palentinio seniūnijos žmonės skundžiasi, kad jie pamiršti jau daugybę tokių kadencijų ir nesulaukia, kad būtų išasfaltuota bent viena seniūnijos centro gatvelė. Yra didelių netolygumų ir pačiose seniūnijose. Štai Laukuvos seniūnija gavo daugiausiai (jeigu neskaitysime Šilalės miesto) kelių tiesimui ir rekonstrukcijai skirtų lėšų, bet pačioje seniūnijoje yra nemažas, bet kažkodėl pamirštas Juodainių kaimas. Kodėl pamirštas?
Lėšos dar skirstomos, kol kas negaliu pasakyti, kam ir kiek jų bus skirta, bet neteisybę esame nusiteikę taisyti.
Svarbu ne tik teisingai paskirstyti, bet ir teisingai panaudoti lėšas. Ar tikrai buvo taip? Ar tikrai reikia skirti dešimtis tūkstančių eurų privatiems odontologų kabinetams, kai nesurandama 10 tūkstančių eurų paprasčiausiam traktoriukui nupirkti, ir Šilalės kaimiškoji seniūnija vasara neturi kuo pjauti žolės, o žiemą valyti sniegą nuo pėsčiųjų takų?
Štai statomas Šilalės lopšelio darželio priestatas, kur bus galima priimti iki 100 vaikų. Projektas finansuojamas Europos sąjungos, Lietuvos Respublikos biudžeto ir mūsų savivaldybės pinigais. Pagal finansinį Centrinės projektų valdymo agentūros ir mūsų savivaldybės Administracijos susitarimą priestatas turi būti atidarytas šiemet lapkričio 30 dieną. Jeigu girdėjote apie jo atidarymą rugsėjo pirmajai dienai, tai galėjo būti gandai ar koks tuščias politikavimas. Tokių planų atidaryti naujas lopšelio darželio grupes rugsėjo pirmąją niekada nebuvo.
Geriausiu atveju naujosios lopšelio darželio grupės gali būti atidarytos Kalėdoms. Turiu atvirai pasakyti, kad yra rimtų abejonių ir dėl tos datos.
Kartu su nebaigta statyba naujoji rajono valdžia paveldėjome labai rimtas problemas, sakyčiau, organizacinį broką. Jis gali rimtai suduoti per mūsų biudžetą.
Projekto vertė 725 656 eurai, iš kurių 469 456 eurai yra savivaldybės dalis. Tačiau savivaldybės dalis dar gali labai išaugti, nes atsirado nenumatytų darbų. Kai kuriuos projekte numatytus ir jau padarytus darbus gali tekti perdaryti. Vos ne detektyvinė istorija.
Kai pastatas jau pastatytas, sudėti langai ir durys, netikėtai paaiškėja, kad Centrinė projektų valdymo agentūros reikalavimai labai skiriasi nuo to, kas numatyta projekte ir jau atlikta. Sudėtos medžio drožlių plokščių palangės, o Agentūra reikalauja natūralaus medžio (ąžuolo, uosio arba pušies) palangių ir dar impregnuotų natūraliu aliejumi. Keisti projektą, perdaryti? Kol kas ir to daryti negalima, nes natūralaus medžio palangės ir dar impregnuotos aliejais prieštarautų priešgaisriniams reikalavimais. Objektui keliami A klasės priešgaisriniai reikalavimai, t.y. naujasis priestatas turėtų būti visiškai nedegus.
Vienu atveju Agentūra nemokės pinigų, kitu atveju priėmimo akto nepasirašys Priešgaisrinės apsaugos tarnyba.
Agentūra nemokės pinigų, jeigu bendrose ir tarpinėse patalpose nebus medinių dvisluoksniu grindų, bet tokios grindys irgi prieštarauja priešgaisriniams reikalavimams.
Agentūra reikalauja antrame aikšte slankiojamų durų, bet jos irgi mažiau saugios.
Jeigu darželis statomas Agentūros ir mūsų savivaldybės Administracijos susitarimu, kaip tokie prieštaravimai galėjo iškilti statybos pabaigoje? Jie gi turėjo būti išspręsti dar projektavimo metu! Tai projektuotojai turėjo suderinti abiejų pusių reikalavimus ir surasti kompromisinį variantą. Kodėl to nepadaryta?
Peršasi tokia išvada: senoji savivaldybės Administracija pirma suprojektavo priestatą, surado rangovą, kuris pradėjo darbus, o tik po to su paraiška kreipėsi į Centrinę projektų valdymo agentūrą dėl projekto finansavimo Europos Sąjungos ir Lietuvos Respublikos biudžeto lėšomis. Priekyje pastatytas ne arklys, bet vežimas.
O mes pastatyti prieš faktą. Arba agentūra sušvelnins reikalavimus, ir bus surastas kompromisas, arba vaikų darželio priestatas guls sunkia našta rajono biudžetui. Dar ne viskas prarasta, šiuo metu vyksta derybos su agentūra. Tačiau nėra didelių abejonių, kad objekto sąmatinė vertė kils dar ir dėl to, kad Agentūra reikalauja modernesnių, brangesnių baldų, negu buvo numatyta projekte. Skirtumą teks dengti iš rajono biudžeto. Kol kas neaiški tik galutinė suma – kiek tai kainuos mūsų mokesčių mokėtojams?
Darželio juk neatsisakysim, jis Šilalei labai reikalingas.
Kitą galvos skausmą paveldėjome Laukuvoje, kur rekonstruojami kultūros namai ir atnaujinama turgavietė. Pakeista stogo danga, tvarkomas fasadas, antrame aukšte pakeista elektros instaliacija ir tinkuojamos, dažomos sienos. O pirmame aukšte – ne. Ten sienos lieka kaip buvę. Kodėl neremontuojamas pirmasis aukštas?
Pasirodo, antrame aukšte taisomos tik tos sienos, kurios buvo sugadintos, keičiant elektros instaliaciją. Pirmame aukšte instaliacija nekeista, tenai taisyti nėra ko. Vidaus patalpų remonto projekte nebuvo numatyta. Kodėl?
Objektą finansuoja Nacionalinė mokėjimų agentūra ir mūsų savivaldybės Administracija. Administracijos paraiškoje Nacionalinei mokėjimų agentūrai apie vidaus patalpų remontą nebuvo užsiminta. Dabar Agentūra tokiam remontui nemokės nė cento. Arba mes vieni savo biudžeto lėšomis turėsime atlikti tokį remontą, ar teks jį atidėti vėlesniam laikui ir kurti kitą projektą.
Dabar pastatas lieka pusiau skustas ir pusiau luptas.
Brangsta panašus projektas ir Kvėdarnoje, kur kultūros namai pritaikomi bendruomenės poreikiams. Projektą finansuoja Centrinė projektų valdymo agentūra ir mūsų savivaldybės Administracija. Vienas iš rangovų, klaipėdiškė UAB „Išskirtinio būsto statyba“, rekonstruojanti pastatą, pateikė prašymą skirti papildomai 15 534 eurus nenumatytiems darbams atlikti. Dabar sakoma, kad nulupus sienų apdailos lenteles, atsivėrė tokie sienų nelygumai, kurių negalima išlyginti tinku, reikia jas dengti gipso plokštėmis. Ar tikrai nebuvo galima to numatyti iš anksto, rengiant projektą? Jeigu tai pavyks įrodyti Centrinei projektų valdymo agentūrai, su kuria dabar vyksta derybos, ir ji sutiks apmokėti papildomus darbus, tada viskas gerai. O jeigu ne?..
Štai taip tūkstantis po tūkstančio išnešiojami biudžeto pinigai.
Dar keistesnė, tiesiog anekdotinė situacija yra susidariusi Šilalėje prie kelio link Šilų. Čia nuo karių kapinių iki Baranausko gatvės Šiluose rekonstruojamas pėsčiųjų ir dviračių takas. Dabar pravažiuodami matome išardytą buvusio senojo tako asfaltą, vidurį tako sustatytus šviestuvų stulpus. Negi žmonėms skersai tako tikrai suprojektuoti stulpai?
Pasirodo, ne. Naujasis pėsčiųjų ir dviračių takas turi būti toliau už šviestuvų, bet ten prasideda valstybei priklausantis miškas, ir mes jame šeimininkauti neturime teisės. Tai kam daryti tokį projektą, pradėti darbus, jeigu negalima jų pabaigti? Buvę rajono vadovai man sako, kad projektuojant nebuvo matyti, jog takas įsirėžia į valstybinį mišką. Pasižiūrim projektą – matyti!..
Štai toks palikimas. Dabar mums lieka du keliai: arba gauti leidimą įžengti į valstybinio miško teritoriją, arba keisti projektą, šviestuvų stulpus rauti iš žemės, kelti juos arčiau kelio, o kartu arčiau kelio patraukti visą pėsčiųjų ir dviračių taką. Pirmasis būtų labai ilgas, antrasis mūsų biudžetui kainuotų apie 20 tūkstančių eurų.
Aišku, mums reikalingas ir vaikų darželio priestatas, ir renovuoti kultūros namai, ir pėsčiųjų bei dviračių takas. Bet ar negalima buvo visa tai padaryti tvarkingai, be chaoso ir nuostolių rajono biudžetui? Man atrodo, kad tai – ne atsitiktinės klaidos, kad būta ydingos praktikos daryti bet kaip, nežiūrint į priekį, o po to kelti objektų sąmatinę vertę. Šiandien prašyčiau, kad ir būsimoji administracijos vadovybė, ir mes visi čia susirinkę labai atsakingai žiūrėtume į mokesčių mokėtojų sudėtus pinigus. O dabar mes turime tokią situaciją, kai būtiniausiems darbams nerandame keleto tūkstančių, o šalimais vėjais paleidžiama dešimtis tūkstančių. Aš su tuo nesitaikstysiu, kviečiu ir jus nesitaikstyti, sakyti man apie tai atviru tekstu ir nevynioti į vatą, – ragino meras.
