LR Seimo narys J. Gudauskas: „Aš už tiesioginius mero rinkimus“

Pirmadienį Konstitucinis Teismas paskelbė, kad prieš šešerius metus Lietuvoje įvesti tiesioginiai merų rinkimai prieštarauja Konstitucijai. Tai reiškia, kad dabar išrinkti savivaldybių merai galės vykdyti savo pareigas iki savo kadencijos pabaigos. Tačiau 2023 metais tiesioginiai savivaldybių merų rinkimai bus įmanomi tik tuo atveju, jeigu iki tol bus padarytos atitinkamos Konstitucijos pataisos.

Šis Konstitucinio teismo sprendimas sulaukė ekspertų ir visuomenės diskusijų. Savo poziciją apie minėtą sprendimą šiandien socialiniame tinkle facebook išreiškė dvi kadencijas Šilalės rajonui vadovavęs Jonas Gudauskas, kuris 2020 metais buvo išrinktas Seimo nariu.

„Prieš tapdant Seimo nariu, teko užimti įvairias pareigas Savivaldybėje: buvau administracijos direktoriumi, mero pavaduotoju, dvi kadencijas dirbau meru. Į minėtas pareigas, o taip pat pirmąją kadenciją meru buvau paskirtas Savivaldybės tarybos narių, antrąją – tiesiogiai išrinktas žmonių. Tad patirties turiu nemažai. 

Būti paskirtam vietos politikų reiškia nestabilumą ir savarankiškumo suvaržymą. Tiesiogiai išrinkto mero stiprybė –  tvirtumas ir žinojimas, jog galima ramiai planuoti darbus ketveriems metams be politinių intrigų bet kada pakeisti merą kitu.

Mano nuomone, rajono vadovas turi būti renkamas tiesiogiai, žmonių valia, o ne daugumos vietos politikų sprendimu. Aš esu už modelį, kad meras būtų vykdomosios valdžios atstovas, t. y. meras būtų vietoje administracijos direktoriaus. Tuo tarpu Savivaldybės tarybos pirmininkas turėtų būti paskirtas kitas asmuo ir jį iš savo gretų turėti rinkti Tarybos nariai“, – Konstitucinio Teismo sprendimą dėl tiesioginių merų rinkimų prieštaravimo Konstitucijai komentavo J. Gudauskas. Jis taip pat pridūrė, jog nors kol kas šiuo klausimu vieningos nuomonės nėra, tačiau, anot parlamentaro, bendras sutarimas turės būti rastas.
